Hey, I'm prepping my car for paint, and it has more chips than a Herr's factory. I just need to know how to fill them in so that I can get a smooth surface to paint on. Should I use bondo, jb weld, or what?
I would dry a filling agent like bondo, only a lil will work tho and you have to get it as even as possible, its risky, or you could just get some touch up paint and pile it in there and then wetsand to a smooth surface and then paint (lesss risky)
how are you gonna paint your car? over your old finish? sand down the surface to flatten the paint down, this will lower the depth of the paint 'chips' so that theyll be easier to fill. Us a good quality high biuld primer and shoot the entire sanded area. once dry, blocksand to smooth level out the 'chips'. repeat the process until it is very even. then shoot your sealer, wetsand-600/800, color, then clear.

If you're prepping your car for paint, why fill chips? A re-paint will involve sanding and surface prep thereby bringing the surface to below the chip level.
For spot chip repair, I use a rubber blade edged tool and touch up paint with reducer + hardener. I squeege the paint in the chip area, let dry and remove excess with a formulation of linseed oil and reducer. I then repeat the process until the chip is filled.

I have a baseball sized chip I've done 2 coats of filling in. All thanks to bird crap but its filling in nicely. Just a pain in the ass to fill in such a big spot with a paint pen/brush.
Bondo is overkill, there is something called glazing compound, and it is used to fill in small holes(usually in bondo) that would work.
But best practice would be to sand and use a good primer like nonn37 said.

Is there a way to sand off excess touch up paint?
there are filler type primers you can buy or you can apply a layer of puddy coat.
