Aside from the BSW stage 1 package, are there any other plug and play packages out there for upgraded speakers for E36's?
have a search for some focal speakers, very very sweet sound!
Truly plug and play? No.
In fact, the way the BMW system is designed, even splicing in replacement speakers isn't exactly ideal as the amplifier has built in crossovers, subjecting you to BMWs choices for crossover points.

Visit some car audio specific forums. There's no reason to limit yourself to plug and play. Laying a little wiring really isn't difficult at all. If anything it will just take a little time but will be completely worth it for the desired results.
Start with a new aftermarket head unit, or a CD43 if you must stay OEM.
Call or contact Jeff @ AudioDesignsATL and talk to him about the Hertz stuff. I wish we sold it at my store...they have a mid / tweet that will fit perfectly in the e36.
