fuse problems....?

i have a e36 325i...
my power locks weren't working, so i checked my power lock fuse and it was listed #7 using a 5amp fuse in my fuse box... the fuse was blown, i so i went to buy the same fuse it was a and replaced the blown fuse with a new 5amp fuse and the new fuse blew so i replace it again and the same thing happen and i tried one more try same thing... i just keep on blowing up my fuse..
i'm trying to figure out what's wrong but don't know what it is.
does anyone know what's up??

I kept getting the same thing for my foglight fuse. I tried putting in a higer amp rated fuse and it worked (dont know what the implications are, but it worked)
