Why some fault codes set off CEL and others don't.

Why do some fault codes set off the CEL when others do not?
My 540 is throwing the Electronic Thermostat Control Final Stage fault code, but the CEL is not lit up.
    Anyone know the answer?
    TIA

How do you know it's throwing that fault? Code it be a stored fault from a past incident?

The light is only required to come on per the EPA's OBD-II regulations when the fault can cause VOC emissions to exceed 1.5 times the federal limit.
