US Mount front license plate frame

Do I need the US front mount frame for my 89 325i vert? I have a front plate (not euro) to put on the car. If I can find the grommets for the two bumper holes, I can mount the plate. But it seems a little low ( a half-inch or so below the bumper line), and I am wondering if the US mount frame corrects this problem? I would like the license plate to at least be even with the top of the bumper. Can you advise as to what I should do?
