I think that it might be the idler control valve. At low rpms (traffic light to traffic light) the car sputters and then kicks in. If I am on the highway it runs fine. What do you think that it might be

Not having owned a bimmer older than '95, I can't say for sure other than it will be where the TB is located.Probably attached to it.
Should have an electrical connector.
you might have to get beneath the intake manifold.
It signals the DME, so make sure the part your looking for has a connector.

Having just repaired a similar problem, You might want to open every electrical connector in the engine and examine them for moisture. I had a large water buildup in the connector that the fuel injectors and both engine temp sensors run through. It is located under the intake manifold.
If this turns out to be the same issue for you, email me and I will help you to fix it. BTW the problem happened on my 1988 325. Hopefully yours wont have reached the stage that mine was at.
UPdate, after reading your description again, you probably have a different problem. If it does not turn out to be the ICV then you may either have a small vacuum leak or a problem with the AFM internally. The AFM is fixable too.
