I have an e39 which is made in Thailand and now the seat belt tensioner in the B pillar won't allow the belt to come out. I am looking at buying the parts off ebay from a US manufactured car. Are these parts and buckles interchangeable, or are they different for some reason.
Thanks!
They should be compatible

Hi Phuket ,,, I think you will find the E39's are only assembled here rather than built here .. ( yes there is a difference ) .. Assembled means the complete car known as a CKD is shipped in from an overseas factory and literally assembled here . I'm looking at an E38 currently that is assembled here .. it will be ex Europe aprts .. The E39 though i think is ex South Africa .. ??? As pretty sure they built them there too ? couldn't swear to it though .. others may know ??? Isn't living in LOS with a BMW fun ha ha
not sure they were built in Thailand
but there were built (assembled) in
Dingolfing, Germany
Toluca, Mexico (CKD)
Kaliningrad, Russia (CKD)
A BMW Plant did opened in Thailand in April 2000 but at that time it was making E46 3 Series. IIRC they did not start making 5 series until the E60 in 2004.

The 3 you posted are the ones I knew about, but a while back, I could have sworn there was a second assembly plant in Germany that also assembled E39's.
