Whats up neighbor, I live in southern Maryland but work in D.C. at the Pentagon. I'm not sure which type of wheels you're in the market for however I would suggest you go above 18" wheels because you live in D.C. I currently rollin on 18's with a lowered suspension and some of the bumps and potholes can be severe and bone rattling. With your budget you can get anything you like... I would suggest you begin your search at Direct Tire Direct to get an idea of the style you like. My only recommendation is that you only purchase a hub-centric wheel for you bimmer. Just my two and a half cents worth. Happy Motoring...

If you drive on beat up roads go with the 18 inch. but if you mostly drive on smooth roads go with 19 inch look better let you feel the road if you like to have some fun.

I got my setup of 19x8 with 225/35/19 toyo z4s for about $1600. but I live in oregon.

I looked at both sets you're considering and I like the #290064496166 set over the 190064408733 set. I don't know what kind of tires you run. I've lived in the area since 1999, I also lived in Europe for 10 years therefore in my opinion we don't get enough snow to warrant a dedicated snow tire, there are those who differ within the community. I would suggest an excellent all-season radial tire. The best two choices again in my opinion are the Pirelli P-Zero Nero M&S followed by the Toyo Proxes 4. I happen to love both tires and will run them for life. Just my two and a half cents worth. Happy Motoring...
