First post, and I thought I would join in this one, as I just did this trick and saved me some serious grief and only an hour to do. I thought I was going to be up for some serious money to get a replacement, and considering it's just coming into summer here, and over 30 degrees tomorrow! Really be needing that AC soon.
Anyways, davecoleman, I do have a schematic for "E36 (316i, 318i, 318is, 320i, 323i, 328i, M3, 318tds, 325td, 325tds incl. Convertible & Touring)" it doesn't cover the compact though. It's a 6meg PDF electrical troubleshooting manual from BMW. If you want a copy let me know.
Cheers!!

Kevin in Minneapois, new owner of 98 323i convertible, 90k miles. Love it, but has same quirky problem as yours. Been reading up and seems it's the Capacitor, cheap item, needs replacing. This guy has it worked out:

darn... today my CCU finally failed after 13 years of non stop service, I'll get it fixed tomorrow but I haven't found the 0.47uf 50v capacitor...I'm not sure if I should just resolder or keep looking for the capacitor because there are many different opinions about this

A few weeks ago I repaired a friend's intermittent climate control head using the excellent write-up I found at: http://www.macadamizer.com/bmwfix.html. I had ordered the capacitor and was ready to replace it. When I inspected the stock circuit board under high magnification it clearly showed a "cold" or bad solder joint. I cleaned off the protective coating from the bottom of the ckt board beneath the capacitor and then heated the joint with my soldering iron along with a bit of new solder. The unit has worked without failure for several weeks. Given some of the responses I have read its likely that this is a systemic problem created when these were subassemblies were produced. So, before you go to the trouble of replacing the cap, check the leads to make sure that a good shiny connection is found on the underside of the board.
Just wanted to say thanks for the write up:

Shortly after picking up my project M3 the CC started the off/on problem.
I couldn't find a .47uF cap, but a 4.7uF worked fine and solved the problem
Now to fix cam sensor, shift linkage bushings, LCABs, RTABs, brakes, etc, etc....
