We bought my son a 1995 318 ten years ago. My memory is that the air conditioner blew weakly on fan speeds 1, 2 and 3 and then on speed 4 it blew much more. Recently speeds 1, 2, and 3 stopped working altogether, and we had our service station replace whatever it is what controls speeds 1, 2, and 3. They told us that for the highest speed, 4, it bypasses the thing that controls the fan speed.
My son now tells me that speeds 1, 2, and 3 seem to work but weakly, and 4 is fine.
So - is this just the way they work? Any insights appreciated.

So you've had this problem for 10 years...? at any rate sounds like the FSU needs replacement and also check assigned fuses.

10+yo cabin air filter will be plugged, be sure to vacuum out the chamber.

Definitely sounds like the FSU. Fortunately they’re pretty cheap.
+1 for the caning filter check. People hardly think to clean/replace them. Generally full of leaves and dirt.
