What are oil baffles? Can they be removed and put in a new valve cover? I need to replace the valve cover. Some come with baffles, some not.

I think the oil baffles are part of the PCV system and actually integral to the valve cover. It would be on the underside of the cover. If the OP can point us to ads with and without we can help make sense of it.
If you are doing the valve cover swap, plan on replacing the vent hose which is #21 in the above diagram. You absolutely will break it trying to disconnect it.

As they are the same part numbers, I'd bet there are no differences other than URO not filling out the spec properly. In other words, they both have them. Personally, I wouldn't buy a URO part unless it was my only choice. I've never heard of the TRQ brand.
