04 Z4 WTF is this bolt

Yes, perhaps the spring stud for the clutch or brake pedal.

Car is an automatic, looked at brake pedal bolts and don't see anything there. It also has to be something in the engine bay as it fell out and hit the floor. Possible someone lost a bolt and replaced it prior to me and now it fell out.

That's a strange one, it certainly is a stud for a spring but BMW wouldn't use something that requires a slot screwdriver. Maybe it bounced up from the road and got lodged in the engine bay.

Reminds me of the hood latch mechanism, but looks different from what was used on that model Z4.

That is one of the mounting bolts for the convertible top. put the top up part way and see if you can move the drivers side back and forth compared to the passenger side. There are two on each side. there are access panels behind the seats that you can remove and look in to see if any are missing.
