Received 2 identical letters in December from BMW Canada regarding the airbag recall. 20 years too late.
Stopped into the dealer today, and still waiting to hear if the part is in stock. I guess someone has picked up the slack from the bankrupt Takata airbag manufacturer.
Just for laughs, I asked if the vehicle was safe to drive. I asked that because one or more of you guys on the forum here were treated with a loner vehicle until the airbag was replaced. Safe to say that Budd's BMW here in Oakville would never entertain such an idea. Anywho, answer was "yes", vehicle safe to drive.
I've had the car since August 2016.

I'm surprised you got an answer at all. No vehicle is totally "safe" to drive. There is always risk.
OMG...and they denied mine on the 2003 wagon since it was a euro

I have the e46 paddle shift wheel. Dealership didnt want to swap out the bag.
I asked for it in writing. They said give them a day or two to see what BMW said.
Received a phone call next day asking me when I could bring it in to change it out.
They also did my winter wagon with a salvage title no questions asked.
That's the whole part of this thing I don't get.
Person comes in with recall-able airbag. Not original to car? NO AIRBAG 4 U!
So what, If I swapped in a 4 spoker and came in I magically get a sport airbag (I mean if it comes with a free sport steering wheel, hell why not!). I mean... using their logic.
Then on the flip side, some of these cars are so crap, they go to the junkyard next week. I've come across so many post-recall ones it's insane. That's a lot of money just gone. But on both sides. Some never did the recall some post-recall deployed and did their job.
At least your dealer caved in. This was such an issue when the roll out first started.... and to an extent still is.

Ya. Safe to crash. That IS the question. I mean, it was a bit of a tongue in cheek question, but the guy thought I was being straight up.
So 24 hours later, and they haven't called me to say yay or nay if the part is available. Hmmm.
