1997 540i Key Not Programming

Hey all. Been combing through the forums but haven't found a definitive solution to my problem.

I bought my E39 with the key fobs not working. The keys are the old style with the large round BMW button at the top near the key, and two buttons below (home and trunk.) Tried programming using the following procedure (https://www.bimmerforums.com/forum/s...tion-Procedure), but the locks don't react. The key fob blinks as it should during the initialization, just no reaction from the car. Key starts the car, unlocks doors, etc. just fine. Fuse 53 is 7.5a and not blown; fuel door looks as it should.

I'm thinking replacing the antenna amplifier is the next step? Or FZV or whatever it is. Thoughts?

No, didn't think I needed to since the LED was working on both keys, but I'll give that a try.
