Just go on there site and look for the download section, there are the BMW Standard Tool+ SP Data.
it doesnt require much in terms of computing power. I have an older netbook with winXP installed with INPA/NCS, Edibias, Win3k, INSTA+/P software that I just use for working on BMW's. Harddrive size is your only real concern, but large drives are cheap anyways.
There is an bundle installer in folder, it is ready to use after installation
I've always used this download and installed it from here when helping others install INPA, it's straightforward just follow the instructions and open them in the order it asks for

Don't need a lot of computing power to run INPA. I've ran mine for 10 years now on an "Asus eee" which was a budget laptop from ~2007. A whopping 10GB hard drive and 1GB ram. I planned on upgrading to something newer when it finally died but it's just kept on truckin. It's surprisingly fast and responsive for INPA though it's pretty slow if trying to use the internet on it but I run it now as a dedicated INPA machine... I use my phone or go in the house and use my computer if I need to search or look online for something
