Bench testing F30 computers: Can't wait up an FEM?

Hey there! I'm trying to fire up this entire M240i on a bench - basically everything for entertainment. Unfortunately, I'm giving the FEM 13V, and it won't wake up. Here's what I have connected:
    - Push start button (S63)
    - Interior key sensor (E84)
    - TCB/ATM -(A231) Partially wired (PWR, GND, ethernet to NBT, K-CAN)
    - NBT EVO (A42) - Partially wired (PWR, GND, ethernet to TCB, K-CAN)
    - ICM (A78) (PWR, GND, Flexray)
    - CON (A88) (PWR, KCAN)
    - Remote Control Receiver (A203)

This should be enough of a circuit to get things fired up. However, the start button does not light up, and nothing happens when I push the button or press unlock on the key fob while next to the bench. What else do I need? Surely there's something I'm missing here. Any help would be appreciated.

Great to see you're still at it. Not really familiar with the FEM. Does it use CAN to wake up?

The FEM is a bunch of computers all integrated into one. It handles unlocking, start authentication and is the gateway that intersects all the communication busses. It gets 12V directly from the battery. It directly interfaces with every door lock and key sensor. It sends the wake up to the starter and other modules (through LINBUS or other means). There's a great write up of its functions here: https://bimmerscan.com/bmw-front-electronic-module-fem/

    I'm surprised it's not firing up and I don't know what's missing.
