We have a Canadian car 04/95 build
Chasing a few electrical items (nothing major - windshield washer pump not working) checking fuses - but noticed...I have a copy of the ETM which shows fuse 22 as 30A, Bentley shows Fuse 22 as 30A ...
BUT..
The lid of the front power distribution box shows fuse 22 as 20A.
For what it is worth the car had a 30A installed (PO?) but the fuse is obviously "newer" than others installed in the box. I've put a 20A in for the short term (fuse 22 is for the headlight cleaning system)
As well.. there are 2 images of the front power distribution box shown in Bentley - one is for 89/90 the other is 91/94 model years - neither appear the same as the one in the car. Just wanting to identify relays.

Wiring diagrams show 30A, consistent with the indicated 2.5mm wire diameter. There's some controversy regarding how suitable a 30A fuse is for the blower motor (also 2.5mm wire), but that system has two relevant features that don't apply to the headlight washer: a meaningful pinch point for the wires where they cross the HVAC manifold, and more obviously, the headlight washers don't run continuously.
I'd run a 30A. A reasonable alternative could be a 20A fuse specifically designed to blow slowly, allowing over 20A for a brief moment.
Carry a fire extinguisher regardless of what you do, in any and all cars.
I have never seen a "slow blow" ATC/ATO regular fuse, I looked on the littlefuse website - didn't see anything.
Yep don't carry a fire bottle as of yet - another winter project item (any suggestions?)
Will probably go thru all the fuses this winter - replacing and inspecting contacts.
