The mirror will tilt down but it won't tilt back up. I've seen references to a passenger mirror control module, is that what is responsible for that operation? I couldn't find much information about the module.
I had this issue years ago. Battery nap took care of it. Here is the pinout on the module also.

It's been acting that way since I started trying to resurrect this beast months ago, with many battery disconnections and no change in behavior. I had thought that maybe once I chased down all the diagnostic codes it may magically start working, but no dice. Anyway, I had found a module on ebay for like $15 and gave it a shot. Came today and I put it in, and now my mirror dips and returns. Yay me. Now to figure out the central lock switch...
Good to hear. My central lock and flasher switches were like many, full of crud from spilled soda and such over the years.
The GM connectors can get wet via clogged sunroof drains. It's not that common as the water usually just makes it's way under the seat where the fuse block and connectors are but it's worth unplugging and checking the pins for corrosion.
