Advice Needed on weird paint issue

I saw this first by the driver's door and later by the badge on the hood. Has anyone seen anything like this or are rock chips responsible for this? They are very small, but I am scared that if left unchecked, the paint will continue bubbling and eventually fall.

Those look like impact marks from a stone or small rock.......have you been driving on country roads? While PPF is a great surface coating, it's not going to stop this sort of damage.

Not at all, mostly city and surrounding highway. I am in Chicago and the surrounding highways are pretty bad so it doesn't surprise me that it might be rock chip. How do owners typically deal with this?
