Inner tail lights don't work

Yet another gremlin I've been trying to figure out. Neither of my inner tail lights work at all, except for the backup lamps. I've tested the connecters and am only reading 12 volts on the ground + backup lamp circuit. So it appears I'm not getting voltage to the other two wires for the inner tails. I've checked all of the fuses I could think of based on the fuse image (40, 57, 100, 161, 53, 153). What else should I look at to try and diagnose this issue? Thanks in advance!

Considering this and the window problem, I would run a BMW diagnostic scan on the Rear Electronics Module first.
