in case you believe someone wants to scam you + you have evidence in the PM's, go back to the PM's he sent you and click there at the bottom left the "Report Post" button, reort it, then the moderators will make immy action

For F&F, the seller has to pay a fee to PayPal. So if it’s just the matter of the fee, and you really want the wheels, offer to pay additional to cover the F&F fee.
If it’s a fraudulent sale, report it.
