It took me some time to figure out that this was actually something we could do as classic car owners in Connecticut. You rarely see these old blue plates on the road anymore, but they were very common in the 90's as I was growing up. I still saw them frequently in the 2000's there were some who held onto their old blue plates and refused to change over to the new reflective style, despite it being illegal to do so.
Today you can apply to use a vintage plate on a 20+ year old car in Connecticut by using form B-320 from the CT DMV. I made a quick video describing the process; you'll have to do research on the plate number to make sure it is from your exact model year before applying, or it will be rejected. For example, a 1987 plate on a 1988 car is not going to cut it. It will be rejected.

To clarify, if your car was built in December 1990 but it is a 1991 model year, you will need a 1991 plate.
