Best way to fix nicks on front of hood?

Hi guys, best way to tackle this? From my understanding this damage was caused by the previous owner when removing an old clear bra from the front. He tried touching it up with OEM BMW paint.

The rest of the hood is pretty damn clean so I don't want to respray or anything, but I was wondering if I took this to a body shop would they be able to blend/smooth this out to make it look nicer?

Best course of action?

Is it just the clear coat affected?
