    F30 Oxygen sensor

Hello, i purchased a car that had downpipe installed, i took it out and installed original empty cat pipe. Im getting 14-15l/100km (allways on comfort and not crazy) and these fault codes. I got CEL once, but deleted it and didnt came back since.
12B104 - Oxygen sensor heating before catalytic converter, activation: line disconnection
12B304- Oxygen sensor heating after catalytic converter, activation: line disconnection
    180001 - Catalytic converter:Eficiency below limit value.
My question is, do I have to change my O2 sensors, or previous owner didnt reprogram the car after installing downpipe and I have to reprogram second o2 sensor ? And could it be the reason im getting such a high fuel consumption? Any advice helps alot!
