Outer Door handle pull -door will not open - passenger side

I have been tinkering with it for a while now. Opens fine from the inside, locks as well. On outside, the handle pulls put fully, but will not open the door. I took the inside panel off and can see the outer handle engaging on the mechanism that goes down to the actuator. I suspect the issue is in the actuator itself. If I were to fully remove it, will I be able to address the issue or need a new/used other actuator?

I also understand that on a 2000 323 ci, there were 2 different actuators used (depending on DOM)

The latch is bad and the actuator could come with it go to reloem.com enter the vin go to section 41
