Lack of vacuum at fuel pressure regulator

I just replaced my fuel filter /pressure regulator on my e46. With the car running I'm not feeling vacuum. Even up at the intake boot no vacuum. I also noticed my break booster vacuum hose looks collapsed. Not sure but both these connect to something next the manifold.

The hose off the booster goes to the jet valve on my car I just touched one day and the plastic top part just came off I got a new jet valve which comes with booster hose and the hose that goes to the intake manifold already attached the new one has a collar around the top part so it will never come undone, I did try to glue it but that did not work so I don’t know if the jet valve internals are a problem, but it’s a jet valve
