    New bolts and anti seize

I understand that new bolts are required by BMW, due to magnesium/aluminium composite construction in the engine block. I have worked on aluminum threads in the past; I inserted helicoils, due to the possibility of galling. I have 2 questions.
    1) Does this requirement apply to the GM auto transmission too?
    2) Why not use anti seize?

I did find an article, and it does explain some issues. It does not reference anti seize at all.
