I’m a machinist and have decided to give it a shot at making 18” or 19” multi-piece wheels out of some cast 17” wheels I have that I really like. I mean, let’s face it, 17’s just don’t cut it anymore. However, I’ve heard it’s actually cheaper to buy a set of complete 3pc wheels than to buy just the lips, barrels and hardware alone without the center. Seems absurd, doesn’t it?
Is there a supplier out there that can put together a package? I’ve set my limit at $1,000. I really like these wheels but I just don’t think I can bring myself to fork out more than that. Nope. That’s my limit. ARS wants $1,300 just for the lips and barrels - and I’d still have to come up with the hardware. Can’t do it. $1,000 it is.

I think you are going to struggle to find the parts you need for the $1K budget
Here's a supplier in the US: https://vrwheels.com/ - seems the barrels are around $200 each and the lips are $200 each, you'd obviously need bolts and valves etc too. You'd need to contact them to get 'blank' options so that you can then machine the holes to match the wheels you cut/machine to get the centres.
I guess you could look at used wheels or lips/barrels and then machine the cast wheels to match them?
Also, have a bit of research and ask reputable 3 piece wheel manufacturers and specialists about the technical aspects/concerns about converting a 1 piece wheel to 3 piece as you're thinking. I personally wouldn't do it unless 'just for show' wheels only. Other's will disagree and say they'd be fine for everyday road use.

You can't purchase new what you need and stay within budget. You should anticipate it costing closer to $2000 for everything.
