1998 e39 528i revs to only 5500

Having some issues with deciding what’s going on. I got the drift trifecta (abs, speedo, and traction lights) and can only rev the car to 5500 in neutral and in gear. Anyone have this before?

Check the wheel speed sensors, maybe the wires are chaffed or broken. One of the rears controls the speedometer
