    Idle control valve correct behavior - did I buy a dud?

    When I had my 3.0 apart for CCV and general vac line replacement, I cleaned the ICV but it didn't rattle when I put it back together. If I shook the ICV everything was solid. Reassembled and got the EML light and ICV mechanical fault error. I bought a new Bosch ICV. When I took it out of the package it too did not rattle. Installed it and no change. The plastic bag wasn't sealed and there was a water spot on the housing that caught my eye - did someone do a switcheroo and return? I want to confirm that a new ICV should 100% rattle when out of the car and shaken by hand.

    Just shaking it doesn’t rattle, it’s more of a twisting motion.
