Help with loose hood release handle bracket

Hey all,
The hood release works fine. But the handle in the driver's side footwell is kind of floppy.
I would say it's loose, but I tightened the screw already.
That bracket has a spring behind it, and it sits there at an angle away from the side wall.
If I push it so it's straight, it's never had a problem popping the hood.
But I just feel nervous that it's going to break one day and not open anymore!
I tried to find a good parts fiche, or better yet, a detailed photo of that area.

Is that bracket part of the cable assembly? How should it look? And what would make it so floppy that the spring inside of the bracket shows?

Thanks for that. It looks like I'm missing #21 and possibly #20 beneath that.
Everything I saw before just had one part number for everything associated with #12. So this is exactly what I need!
