The battery has 13 volts and all lights come on, won't crank. Tapped on the starter solenoid and it clicks a few times now when trying to start it. I already tried disconnecting the IBS. The fuel pump comes on everytime.

With headlights on, and starter clicking, do the lights really dim. If so, your engine could be seized.
Can you turn engine with the nut on the crankshaft pulley? If so, you probably have a starter problem.
You can also jump car with another batter and see if it starts.
Also, monitor the voltage while the starter is clicking.
The ground cable seems to be a common issue. I had to replace on mine. Common things being common...
