In the E38 portion of the catalog on realoem is BMW part # 61-31-8-360-394 "Speech Deception Switch".
The name has me curious; what is its purpose? Part is found on the 750iLS ( ~ "750iL Security", I presume?), European models (GK01, GK02, GK41, and GK42).
I am aware that there was a protection model of the E38; I was not aware that there was a security model. Now I see a bit more about the security line on Wikipedia.
schematics? might be a clue in there, found something else that's odd an infrared data sensor on the back of the electrochromic interior rear view mirror straight into the ews module .....

cool stuff
"Speech Deception Switch" does it come with army field guide for interrogation?
The e38 750iLS is a model that offered more security than the e38 750iLP model. You can see how well it could hold up in the pics below taken around Christmas 2006 when the Sri Lankan Defense Minister's entourage was attacked. He escaped with just a few blood droplets on his pristine white shirt. If he had been in a protection model...some of the artillery used in this ambush would have pierced the glass and body panels...and with a much less positive outcome.

the high security cars are still in use in some high profile areas....
wonder did that have the moonroof option... seems the new 7 series alpina armored models have front and rear moonroofs.........
Ha! Maybe... Seems like a possibly poor translation from German. Maybe voice scrambler would have been better? Didn't the protection/security model have some sort of external communication -- like a PA system? Sometimes I wish I had a PA on my car to yell at the slow person in front of me. Might be good to disguise the voice. :-)
Updated...
Footnote #46 on the wikipedia page for the BMW 7 Series has a link to the Security Line Supplementary Owner's Manual... in the manual on page 29 the switch in question is described as "Radio speech scrambler". Also mentioned is a switch for a "Radio telephone", "2-metre band" and "4-meter band" and two more switches for the volume controls for the 2-metre band and 4-metre band.
Page 30 describes the intercom. Page 31 describes the radio telephone. For the speech scrambler switch: "Pressing the button switches on the speech scrambler. The button is then brightly lit. The speech scrambler only operates on the 2-metre band."
Page 32 mentions the rotating beacon that can be placed on the roof.
Lots of interesting features! Would love to see one of these cars in person some time. Makes me wonder what the current generation of security line cars from BMW can do.
