M54 - P28B6 Cam Timing Help

My shop is finishing up a fully built M54B30 including VAC/Schrick "supercharger" cams (248/256). Unfortunately we've been chasing a cam timing issue with code P28B6. The engine has been re-timed a handful of times; we've replaced the Vanos twice; replaced the intake cam sensor and Vanos solenoid; and checked for freedom of movement of the piston. Data logs show the intake cam moves fine between 120 and 108 deg, but it will not advance beyond 108 deg, regardless of the setpoint.

Is there anything else we should check?

How was the spline gear aligned on the new cams?

This is normally transferred from the OEM cams, to the aftermarket Cams during the installation.

I had similar problem once with N54 engine. I googled the oem code on the cam gears and other things and turns out that i mixed up some intake and exhaust parts.
