95 touring
At highway speeds I'm getting a high frequency buzzing from what seems like the base of the windshield area.
Where to start?

Could possibly the plastic cowling just below the windshield. Mine does at certain highway speeds.
By ‘freeway speeds’ are we talking 80-85mph? I’ve gotten the same thing intermittently, but haven’t been able to track it down.

had this myself once. turn on the wipers and see if it goes away.
If you can leave two black stripes from the exit of one corner to the braking zone of the next, you have enough horsepower. - Mark Donohue
As others have said, it is most likely the cowl trim along the bottom of the windshield. It is held down with plastic rivets that break over time.
Also check the trim around the sides and top of the windshield.
Mine looked fine, but for about 6 months I kept hearing the most random sounds coming from the front end, almost like a belt was flapping around under the hood. Turned out my passenger side windshield trim was coming loose in the upper corner and making weird vibrations. You couldn't really tell by looking at it, but if you pushed on it recessed back down into its groove proving it was slightly loose. Glued it back down with 3M emblem glue until it is time for a new windshield.
Not changed by wiper operation. All plastic tabs present in cowl, plus I'm afraid to mess with it in the cold.
Ignition switch probs have it inoperative, (see my other thread) so I have bigger problems to overcome first...
