There are only one or two main fuses for the cluster. There's not going to be one fuse that controls half the indicator lights, and another fuse that controls the rest. If the fuse was blown, the most likely result would be the cluster doesn't work at all. I've seen it happen. I've also seen totally dead instrument clusters that just needed to be reset by unplugging them and plugging them back in.
If not all the indicator lights work, your first step would be to do an instrument cluster self test. That will turn on every single indicator light in the cluster, as well as all the pixel displays, and sweep all of the gauges. If they all light up, then further diagnosis is needed to find out why some don't work when they are supposed to be lit up. If not all of them light up during the self test, then it's probably just an issue with the circuit board inside the cluster. Get a new cluster and program it if that's the case.
