Anyone know how to get this guy to stay in the clip?
Ebrake cable keeps popping out of clip on the bottom of fuel tank. :/

How about drilling a small hole at the base and using a zip-tie?
The cable clip on the tank sounds like it has lost its grip, maybe appears to have one side broken, compared an intact one in this photo.

The tank clip part does not seem to be listed, but maybe you could remove the broken clip and attach a frame clip to the tank with epoxy:

After forcing mine into that clip I realized that the internal cable was binding so I pronounced it a bad idea. Of course the sheathing may have gotten squashed a little in the process.

I drilled a small hole in the clip above the cable, and used stainless steel safety wire (With the appropriate speed safety wire pliers) to secure those cables for the last 3 years now. When they pop out of the clip, it releases tension on the e brake system and makes your car rattle like the rear wheels are coffee cans full of popcorn kernels.

You can kinda see in the bottom of this shot. Two small holes drilled per bracket with what I recall was a small right angle air drill, and stainless steel safety wire used with this type of safety wire tool

You can of course use something cheaper. I'm pretty sure my friend got his in the late 60's early 70's.
A flexible arbor might work if you don't have a right angle die grinder.
You'd think it would just pop in but the force needed was rather tremendous and given the location and on my back my fingers were in no way gonna cut it, even with silicone grease. I managed to tap it in with a 1/2" brass rod. Then I removed it after the brake cable was not fully releasing. My guess is it's been out since shortly after assembly.

FWIW I would have mine be fine prior to this modification for a few days or weeks, but eventually there would come a time where there was enough rear trailing arm travel to drop and pull the cable out of the holder, and then it was back to rattling. So keep an eye on it if you aren't positively securing it.
Home Depot sells different size cable clips that would probably hold the E brake cable. The 3/8" size should work if you can find a proper size fastener to hold it to the pan.

On the left side I put a clip in front and in back of the stock clip. The left stock clip was not holding for me
