I have a 2006 m3 that is in great shape at 68000 miles. I previously owned a 1999 m3 that I had for 9 years and loved.
Both were/are convertibles
The 1999 got totaled and i bought the 2006 to replace it. More power, wider, seems safer, etc. No problems.
But i really miss the 1999- I
I just found a 1999 with 25000 miles. My local BMW mechanic advises against buying it. Says my car is much better and the 1999 with low miles is not such a great thing given its lack of use over the years.
Its like when you find someone you fall in love with you really dont care about the facts-you just want them.
Thoughts?

I’d buy the 99. Keep both for a year. Low mileage E36 are rare now so you should be able to sell it for a good price if you don’t want it. Beware old cars need attention. If you can’t DIY you pay. Low miles can mean all your mechanics concerns are valid like dried out gaskets and seals, rust in the motor, etc., or there may be no issues.
