Dear Officer,

In light of NYC attention on reckless driving issues, I am writing to report a reckless driver. This bald-in-black-shirt driver as shown in video (attachment 1 at the bottom), nearly hit my car sideway twice. Each time I had to either dodge or break sharply, otherwise collision would have occurred already.
Scene1: He didn’t flash his side light at all to join the traffic from parking. I was going straight, following the front car and had the “right of way”. Traffic started moving and I followed steadily, his car had no movement at all until my car was almost parallel with his car and there was not enough space for his wide car to pass through, which was when he suddenly turned, kept squeezing in, and forced me to dodge. I highly suspect that he didn’t look at blind spot at all (as shown in car camcorder) which explains his delayed movement and reaction. I horned for 1 second only to let him know a car was there.
Scene2: I continued to follow the traffic flow. Since it was raining pretty heavily with slippery road and the traffic was quite congested, I kept a safe distance from the front car and drove steadily. However, this reckless driver rushed to the left lane which was not the lane for the bridge ahead, dashed forward, and desperately made a sharp right to cut in (again without turning light, ignoring slippery road, ignoring the insufficient gap). The side of his car was directly crossing to front left side of my car without any sign of stop/slow-down. I had to brake sharply and turned right instantly to avoid collision. I was lucky to dodge in time under the rainy condition. Right after, he blocked in front without moving at all to place me at the road junction, given the traffic in front had moved forward already. I horned for 10 second. I followed his car and was able to capture the car plate.
This driver is literally a road bomb and a shame of other BMW drivers. He had a bad sense of space, his own car width and the gap between cars. However, he drove recklessly and desperately needed to cut in whenever he wanted without turning light and blind spot check.
The most basic concept from driving school: turning light, side rear mirror and blind spot. A driver has not completed the preparation steps for vehicle dispatch if he misses one of them. It is an instant road test fail if there is a vehicle in blind spot and the driver misses and dispatches the car. Strictly speaking or in road test, a car from parking has the full responsibility to yield the traffic in main line and make sure there is no car nearby approaching before dispatch. This reckless driver failed to yield.
Moreover, flashing side light before turning is not only a basic driving manner but also a very crucial part of road safety. He totally doesn’t have such basic concept. Without the basic driving concept, he still shamelessly thought he was totally right and drove dangerously to cut in ignoring collision. It is not only a driving skill problem, but also driving attitude/mindset/basic concept issues.
I strongly suggest a new road test or license suspension for the driver to rebuild his awareness on road safety and avoid further danger on road.
