I don't know where any of the ground strap locations are on a 1998 328i sedan. I recently purchased a chase bay$ ground wire kit.
There are plenty inside the car. Which one do you want to know? go thru the ETK, for example it starts with battery http://bmwfans.info/parts-catalog/E3...trical_system/
Engine is also grounded to the chassis.
Then from page 0670.4-00 in the ETM, it shows all ground distributions https://www.scribd.com/doc/247124381...Wiring-Diagram

Another good source (this address is for my 98 M, but you can find your car) : http://wedophones.com/Manuals/BMW/19...g%20Manual.pdf
One from passenger side motor mount to frame rail. Passenger rear corner of hood to engine compartment. Various locations in engine compartment such as by fuse box, by battery connection on other side. Multiple locations inside car. Battery to chassis in trunk.
I tried one time to remove the ground from the battery, at the chasis. I have no idea what they did to attach that nut, I used a breaker bar and I wasn't going to stress it because it probably would have snapped. I'm not sure what kind of nut they used (probably a pinch nut) but it did not want to move. Maybe they painted over it, not sure.

a brake light is out, came back on when a local mechanic tightened a ground cable, did not list which, but out again few weeks after; also affected interior lights
did you already check the fuses and the light bulbs?

Why not ask the mechanic where he tightened a ground cable. If you paid for it and after 2 weeks it does not work again, I would talk with him.
