How do I put down 400 rwhp and still pass IL emissions testing?

I currently have an old Powerdyne/Dinan kit on my car and it's making about 285 hp at the wheels just now. I'd like to upgrade and put down 400 rwhp and still pass Illinois emission testing. I'm considering RMS's Vortech V3 Si blower at 8-9 psi, maybe RMS headers. Who out there has achieved 400 rwhp? What mods did you do to get there? How is the motor holding up? Any resulting problems from your mods? How is your car as a daily driver?

    I appreciate all input!

What are the demands for the Illinois emission testing?
I use a 100cel cat and pass dutch emission testing (pretty strict) without any problems.

I have no experience with a blower, so can't tell you about the rest.

What you need depends on how your car will be set up. Do you plan on keeping your cat? Active Autowerke sells o2 sims so the ecu thinks everything is fine there. You can also get an SAP sim. Or it can be dealt with during tuning. IL doesn't have a sniff test, they just plug into the OBD 2 port, and if everything checks out with all the sensors through the ecu reading you're good to go. It's not difficult to pass if you set it up right.

    Buy a corvette.

Otherwise go turbo as you’ll already struggle to make 400whp with a blower and supporting mods adding the proper cats for inspection will restrict exhaust and make it that much harder

The problem with the upgrade is that nothing can be done to the powerdyne system to make 400 rwhp. The bracket does not fit a vortech. There is no intercooler. The tune, injectors and hfm cannot support much more power. You would have to sell it and start over. As noted, if you want 400 rwhp, go turbo. Many of us had centrifugal superchargers and changed to turbos.

How does your state test is the question?

Just passed NJ inspection which is one of the tougher ones, at a private shop they just plugged in OBD2 for readiness... all good to go!
