New M Coupe owner here.
Should the "0" fan setting be totally off or still blowing? It seems to be the same power as "1".
"2" and "3" and both progressively more powerful.
Only way to turn off is to press buttons down below.
Or, do I have a resistor or other issue? Previous owner had one of the A/C knobs worked on but I don't know the details.

I found this old post. Seems strange that "0" would blow same as "1". Can anyone confirm it's operating correctly?
The answer you seek is in the wiring diagrams. The blower motor runs at the lowest speed any time the fan switch is in position 1, or
the fan switch is in position 0 and
the A/C button is pushed in or
the recirc button is pushed in.
This is per the 2001 diagram, and I know because Di's resistor didn't make it to 200K miles.
Yes, that is correct.
If you don't have the A/C or recirculate buttons pressed in, the fan shouldn't be running on "0". If they are, the fan will run at low speed regardless.

NEW ADD-ON QUESTION:
When I drive with A/C and Recirc turned Off, it usually doesn't blow any air. However, if I get on the gas, the fan definitely blows air in the cabin for a while. Is that normal??? I think it stops after a while. Not totally sure what triggers it.
Is it definitely the fan, or just air being pushed through the hevac by the air rushing over the car?
while moving, turn the fan on to low and listen to it, then turn it off and you’ll hear that the fan motor shuts off.
