Are you trying to lock out the front or rear right?
The rears not locking out, likely a new part needed.

If you're dog is riding shotgun, then you're just plain dumb. Regardless of the size of your dog, big or small, your dog needs to have some sort of restraint, lest it fly through the windshield when you have to do some sort of emergency braking. Tell me you have a harness for it. Even then . . .
With the wagon it's easy. Dog rides in the rear with the mesh thingy up.
