So the outlets suddenly have stopped, I've checked and changed the fuse under the hood and I've checked the fuse under the rear seats,
What could possibly happened that it caused to stop both of them at the same time

cigarette lighters are hot all time on the E32. Here you have the ETM http://shark.armchair.mb.ca/~dave/BMW/e32/ based on that you have to check fuses 2, 4, 5, 15, 25 in front box, and 33 under rear seat, see also pages 6331-0 and -01
Did you check the fusible link already ? The one that goes from battery to the rear box fuse box, last pic http://www.bimmerboard.com/forums/posts/377728/

So the fuse 30 is spouse to be a 7,5 amper but here its 30 amper and the 31,32. The 33 it should be 15 amper but here its 30 amper again can this be the problem

There is only one fuse for the two cigar lighters - and that is Fuse 26 which is in the Front Power Distribution box - and is 30A:
