There is a difference between intact and complete. US kits were never complete from the start.

I don't think the tools were sold as a kit. Each tool has a part number. For the my 1997 Z3 RealOEM shows:

Nobody is likely to source and assemble all those used tools and sell them as a kit.
What are you missing? You may need to start looking for each tool.
