I just removed the GM which included knee bolster. Total time about 20 minutes doing all the work kneeling outside the car. My question is what’s the purpose of the bolster? Looks like a big waste of metal with no purpose.

Bolster is a US DOT requirement to keep you from getting your legs "more stuck" under the dash in the event of an accident.
The EURO cars do not have this.

GM comes out easier if you rest the back of your head on the brake pedal

Does the Metal Part of the Bolster come out? My padded part is missing and unavailable or expensive etc?

No need to get upside down. I just leaned over door sill from outside. The modules just slide out of holder. Release electric junctions, hold clips open and push out from rear of housing.
