Trying to nail down a 14v to 16v fluctuation in system voltage. Have replaced original alt with 2 rebuilt ones. Both produced over voltage put new voltage regulator one OE alternator and seemed to work fine charging about 14.8 volts. Now it’s out of whack also. This WAS not a BMW regulator. The batteries are almost new but have been stressed running low and or flat. Now I’m thinking they maybe two years old and the car sat almost that long. Maybe I answered my question.

I think you probably have - but where do you measure and with what?

I have been measuring recently at the engine compartment terminals with a volt meter/circuit tester sometimes at the alternator. Suggestions?

Very likely to be failed batteries - the alternator needs a good load (the batteries) to regulate correctly.
