Dry plugs and no sparks usually means a failed CRANKshaft sensor - and that's the best place to start.
Without a signal from the crankshaft sensor the fuel injectors will not fire - hence the dry plugs....

Checked fuel pump from B+ to fuse and pump is working. I now know that I don't have spark on plugs. I do have power on Main relay in pins 30 and 86 but none in fuel relay pins. CPS is at 545. How do check if DME is receiving data?
Hence, you nailed it. I know I must've checked ohms more than three times but decide to replace it. So it up and running.

Took it for ride and everything seem to work good. Trans shifting well and rpm at about 1400 at 45 mph (I dont know if this is good). Trans Program was still on. I figured it would go away or after hard reset. This morning, it cranked but didnt start. Test #9 was at 12.06. After trying it started after 3rd try. Test #9 over 15 while running. No sure what to think. I would appreciate your feedback.
Great that it starts and runs A lesson that ohms readings only are not proof a sensor is working correctly.
Battery voltage of 12.06 is only about 50% so not great. Trans shifting well and trans program being on are normally mutually exclusive. I can think of a couple of circumstances when they will not be. You would have to read the TCM codes though
One cause of TRANS FAIL-SAFE PROG and still shifting well has become more prevalent is the phantom shift-lock problem. Some models have a solenoid that inhibits the shifter from moving away from Park until the brake pedal is pressed - and this option is coded into the Gearbox ECU (EGS).
The problem is that the EGS appears to reprogram itself and decides that the solenoid is fitted on models that never had one - and that's most models. This gives Error Code 13 - and TRAN FAIL-SAFE PROG, but the gearbox still works perfectly well. And as Whiskychaser says, you need diagnostics to find that - and I agree, the battery voltage is too low - another cause of this problem.
