Headlight Help / Question

Hello guys,

I just have a quick question. I have the same headlights as pictured and I wanted to confirm these are non leveling halogen headlights correct? Also, the part circled can it be replaced? Does anyone have one on hand? I broke it while trying to replace my headlight adjusters ( which still is not done PITA)

It's my under under stranding that the xenon lights had the leveling system the halogen does not I don't know why they put that thing with the treated rod there
