Are the Bentley Manuels worth the money, for example easy to follow wiring diagrams and highly detailed technical information.

Yes, the Bentley Repair Manual is in my opinion much better for a DIYer than the workshop manual, because in the workshop manual they too often refer to special BMW tool xy and instructions xyz.

I have a Bentley for my 98 Z3 and it is good but in my opinion not great. I end up making lots of extra notes and taking tons of pictures as I go. All together it works and the car ends up back on the road. I am looking for one for my 97 328i but do not want to spend some of the rip off prices they want for a used manual. Time will find me one.

In my opinion, yes the Bentley Manual is worth the money. The back of the book has all the related wiring diagrams and the step-by-step articles are easy to follow. The only complaint I hear from some people is the lack of photos and that's really it.
Worth it for wiring diagrams and easily accessible torque values.
I do check how to do something in it occasionally, but with YouTube and picture loaded DIYs on forum, I generally use those for the procedure.
Although the manual says years from 92-98, does it still work for 99s?
I use it for my 99M3.
no problem, also for those which have an older print version, I sometimes check the Bentley online site for updates, corrections, for example I did that 3 months ago and found for download:
VANOS control unit, installing - page 117-17 (B398)
Radiator and Cooling System - pages 170-6 and 170-7 (B398)
BMW 3 Series (E36) Service Manual - 1992-1998 (B398) - Updates
